Dr. Starr attended Ricks College and Idaho State University where he received associate degrees in Arts and Science. Dr. Starr completed medical school at the University of Health Sciences in Kansas City, Missouri and completed a 1 year traditional Osteopathic internship in Independence, Mo.He then completed his residency in Casper, Wyoming. After residency, he practiced rural family medicine, including emergency medicine and obstetrics, in Kemmerer, Wyoming for 12 years.
