I have waited 39 days and more for this doctor to sign my father's death certificate nothing is finalized I cannot do anything because he refuses to sign the death certificate even though he was there

There are so many reasons for my rating on this question that I don't know where to begin. I suppose we can begin with his bedside manner being that of an alley cat. He was extremely rude and insensitive ND that was before even looking over my chart. I have had the displeasure of getting him as my Dr. twice now via the ER, both times I ended up requesting a different Dr. My experience with him has been enough that I will go somewhere else next time as he is now an administrator there.
